The answer is A. The dog CAN'T help BUT chase the cat. The use of 2 negative words in the same sentence make it a double negative.

The answer is A The dog can't help is negative because because it has the word can't and but chase the cat is negative because a cat is being chase by a dog and the dog might even kill the cat.
