This would practically be a (own response) question, which would mean that they is no "right" or "wrong" answer to this, knowing that the question says, "think". But, one reason why I think the Japanese changed their approach from winning the support of the colonized people to becoming conquerors was mainly because they gained they on power. They practically did this by conquering and gaining other peoples support.
