Paul Zurkowski first used the term “information skills” in a report which was written in behalf of the National Commission on Libraries and Information Science. He refer to information skills for solving information problems by using appropriate information sources and technology.

In some sources, the term is actually dubbed as "information literacy", but the meaning is the same. The term is coined by Paul G. Zurkowski in his 1974 report who was a president of Information Industry Association at the time. According to Zurkowski, information literacy means skills needed for the utilization of information tools in order to find the solutions for the given problems.
