Anti-Semitism is hostility or discrimination towards Jews. This was prevalent before and during Hitler's reign because the German people and members of the Nazi party thought that Jews were the reason for Germany's decline as a country. You could also say it was prevalent because it was being encouraged by the leaders of Germany.
