This quote means that when two people are married, when one doesn't do as the other wishes, the misbehaver may be punished by the other.
Whether you agree/disagree with this quote is up to you, but in my opinion, I would disagree. Each person has their own individual rights that fit themselves. They should not be molded to be a "perfect spouse," rather they should be promoted to be their own individual.
I'm not quite sure what kind of example you would need. Any circumstance of one spouse who does not obey the other's wishes would be an example.
