The correct answer to the question is (B). In both Ancient Rome and in the United States, the participation of citizens in the government is valued.  In both governments, especially Ancient Rome in the later centuries, functioned as republics. In republics, citizens elect representatives on their behalf.  While voting rights were greatly limited in Ancient Rome (unlike in the United States), their notion of a "republic" was of great influence upon the political structure of the United States.
