When President Woodrow Wilson addressed the Congres of the United States on January 18, 1918, he elaborated 14 points with his ideas after the conclusion of World War I.

Among those points, he considered the free navigation ourtside of territorial waters, the removal of international economic barriers established in the past, the reduction of domestic armament until the degree of not affecting the national security of the countries, the surrender of Russian and French territoies that were occupied, and the constitution of an independent Polish state. Wilson believed that implementation of its “14 points” would make the world safe for democracy.
