Many believe the United States Constitution was made to be inefficient, meaning it does not create a system that works quickly. If this is true, why would the Founding Fathers have made the Constitution inefficient?

to allow each branch to be held more responsible
to create a slow process so that change rarely happens
to allow each branch's actions to be checked by another branch
to allow the American people to have a role in all branches of government
