The Great Compromise of 1787 was a compromise proposal put forward at the Constitutional Convention in Philadelphia. The proposal harmonized the Virginia Plan with the New Jersey Plan.

It established a bicameral Congress: one chamber in favor of the Virginia Plan, based on the population of the States (House of Representatives), and the other in accordance with the New Jersey Plan, by which all States voted in equality (Senate).
