Goddard was a famous American psychologist who focused on studying the concept of intelligence. To gain more information about intelligence, he used the Binet Intelligence test in several different parts of the country (including Ellis Island).
These tests were given to immigrants to test their mental capabilities. This was one of several tests immigrants had to take. Others included the Knox Cube test and a naturalization test. These would ensure that these citizens entering American society had at least some knowledge/skill. Failure to do well on these tests could result in being denied access to the US.
