The reign of terror was created as a response to anyone who wanted to fight against the revolution. Anyone who was a reactionary and showed sympathy to the previous times or to the church would be executed publicly. This was a period of time when even innocent people would be killed easily if they were perceived to be political opponents of the regime.
It would take for the United States to become a tyrannical government like France was at the time. The United States nowadays is a democratic country where the government is chosen by the people through general suffrage. The government does not exploit or humiliate the people and there is no real reason to organize any types of revolutions. Some may dislike the government, but the government still acts according to the constitution and does not terrorize the people.
