3x-2y+-3x=4+-3x


-2y=-3x+4

Step 2: Divide both sides by -2.


(-2y)/(-2) =(-3x+4)/(-2)


y=(3)/(2) x-2

Finally...


y=(3)/(2) x-2\\eq y=-(2)/(3) x+5 so the lines are not parallel.

However,
(3)/(2) is the opposite reciprocal of
-(2)/(3), so, the lines are perpendicular.
