Expressed powers are those stated in the Constitution and are given to the national government.

Expressed powers are the rights the Framers predicted the government would need to have and were written into the Constitution. Implied power--the creation of an air force is an example of implied powers. Implied powers are powers given to the national government but were not written into the Constitution. The implied powers clause allows the federal government to take actions when necessary and proper for the good of the whole country. An air force would be an extension of the armed services power which was adjusted due to advances in technology.
