Perimeter of the quarter circle =
2 \pi r+r+r

2 \pi r+r+r = 17.65km

2 \pi r+2r = 17.65

2r( \pi +1) = 17.65

2r(4.14) = 17.65

2r = 17.65 ÷ 4.14

2r = 4.263

r = 2.13 (nearest hundredth)
