They provide the potential for America to surpass its former accomplishments.

Kennedy brings up Mt Everest to show that the first man to climb it did so because "it was there". He then says "well, space is there, and we're going to climb it." He is showing that America is going to go farther than people might expect and farther than they have before because the possibility is there for them to take.
