The woman is using a water pump so the option that makes the most sense is the lack of running water. Hoovervilles were essentially outdoor homeless communities. The areas would have lacked many of the modern conveniences which had become available by the 1930s such as indoor plumbing, solid construction homes, and in come cases electricity.
