Light refracts because light passing through a liquid or glass the formation is different which makes the light bend

Answer: change in velocity of light at the boundary between two media.

Step-by-step explanation:

The speed of light changes at the air-glass or air-water boundary. The speed of light in air is different from the speed of light in glass or water. Hence, as light approaches the interface of the two media, its speed changes accordingly thereby causing the light rays to bend at the interface of the two media. This bending of light is called refraction.
