Based on his inaugural address, John F. Kennedy viewed responsibility as a core American value. Reading through his address, this is very obvious and the most famous quote he used in the address, "And so, my fellow Americans: ask not what your country can do for you; ask what you can do for your country." shows his core belief is responsibility of Americans.
