Answer:

You can set up a proportion to solve for the total number of registered voters for both questions.

(273600)/(x) =(57)/(100)

27360000=57x

(57 percent) x= 480000

(273600)/(x) =(60)/(100)

27360000=60x

(60 percent) x= 456000

The total number of registered voters is greater when the percentage registered is lower when accounting for the same number of casted registered votes.
