The head of government independently decides that no citizens may criticize the government and must attend a parade in his honor. What type of ruler is he?

This can be a tough question, most would automatically think he is a dictator, which is, and may be very true.
But if you look at a modern day example of that, like North Korea, you will see that this may also be a fascist democracy.
