The Cash and Carry was a policy presented in 1939 that replaced the Neutrality Act of 1937. It aimed to sale war material to European countries as long as they could transport them in their ships and pay immediately in cash.

The policy favored Britain over Germany because Britain could meet the demands of the policy because the country had more ships to carry arms than Germany so they could buy more than them.
