County court house-- state cases begin in the closes judicial district of the state and typically that is the county court house.

The plaintiff filing the lawsuit must choose the closet court house in their own judicial district to file. For most people the county court house is where the filing will begin. If further ruling is needed, the parties in the lawsuit can then move the case up to the next judicial venue.

It begins at United States District Courts that regulates both facts and law. United State District Courts are the universal provisional courts of the United States federal court system. Cases that are filed in this district court are both civil and criminal cases. This is a court of justice, law, and maritime law.
