The answer is "The moon and sun are at a 90-degree angle to Earth twice a month." Neap tides are also known as moderate tides. The lunar tide is partially cancelled when the moon and sun are at a 90-degree angle to Earth, or being at right angles. This event happens twice a month thus creating neap tides twice a month as well.
