To give Japan an excuse to seize Manchuria from China
This incident was set up by Japanese military stationed in Manchuria without Japanese government authority. They staged the attack to look like the Chinese attacked so Japan could invade and secure their position in Manchuria against a unifying China and growing Soviet Union.
