There is a difference between states and territories though they are both concerned with land. A country is a vast expanse of land and it can be quite difficult to manage such vast expanses when it comes to governing purpose. A territory is characterized by its low population and by maintaining a distance from the national government. • When a country expands its borders, the new area gained is usually referred to as a territory.

1.A territory generally has a territorial governor appointed by the Federal government. They usually do not have any elected body of representatives. In addition they have no representation in Congress. Most territories have too few people to require any state or federal representation.

2. A state is a constituent political entity of the United States. There are currently 50 states, which are bound together in a union with each other.
