The Social Security Act had approved the provision of retirement benefits that would only be paid to the retired worker.

In 1939 certain amendments were introduced in order to enlarge the scope of the benefit provisions. Two new categories of benefits were implemented: the so-called dependent benefits that were paid to the spouse and minor children of the retired worker, and benefits that were paid in case of premature death of the covered worker.
