You change the equation into "graphable" equations
y<-4/5x+4
y>1/2x-3

A graphing calculator can show you. The basic idea is that you graph the line that you would have if it were an equality, then you shade above or below (or left or right) according to the x and y values that satisfy the inequality. The symbol used does not include the "or equal to" case, so the line is graphed as a dashed line.
