Lottery organizers heavily promote the jackpot winners so that people are continually hearing about those who've won big. by contrast, players hear almost nothing about the vast majority of people who haven't won a single dollar. this tactic draws upon which type of bias?

This is an "Availability Bias". This bias occurs when we value our possibility to earn something based on the memories that are easiest to remember, the people who won, and not, on the contrary, thinking about those who lost. Lottery companies use this bias by highlighting the names and people who won the lottery but omitting the losers.

I believe the answer is: Availability heuristic

Availibility heuristic make a people develop a bias that make them think if something can be recalled, it must be important. Constantly Hearing positive things about lottery, would make the people recall the good fortune that the winners experience and make them much more likely to develop the tendency to buy the tickets.
