Why was president hoover's response to the great depression unsuccessful

basically he didnt really take it seriously because he believed in limited government, so thousands of people lost jobs homes and money and suffered. he vetoed several bills that would have instantly made everything better. eventually he did start programs that would later become key componets to the relief efforts
