4^{- (11)/(3) }:4^{- (2)/(3) }=4^{- (11)/(3)-(- (2)/(3))}=4^{- (11)/(3)+ (2)/(3)}=4^{- (9)/(3)}=4^(-3) = (1)/(4^3)= (1)/(64)

when the base is the same, and it is a ÷, subtract the exponents (if it is a ×, add the exponents):
-11/3-(-2/3)=-9/3=-3
4^(-3)=1/4³=1/64
