To get 16 starting from 24, you have to multiply 24 with a fraction
24 * (2/3) = (24/3)*2 = 8*2 = 16
36 * (2/3) = (36/3)*2 = 12 * 2 = 24
And 2/3 is between 0 and 1, so that gives you the answer

Between 0 and 1.
To get 16 starting at 24, you have to multiply 24 by a fraction
24 * (2/3) = (24/3)*2 = 8*2 = 16
36 * (2/3) = (36/3)*2 = 12 * 2 = 24
And 2/3 is between 0 and 1, so that gives you the answer.
