So the rows are read from left to right, now down. This is probably a little late to be answering this, but see how the top row say 4 6 5? 4 quarters = 100, 6 dimes = 60, 5 nickels = 25, all together is 185. It's just asking you to fill in the blanks to make each row equal $1.87. So for pennies, you would put 2 to make 185+2 = 187 or $1.87. I was confused looking at this too. I was staring at it for an hour and I googled to see how other people answered this.
