Initially, a voluntarist approach to both recovery and relief, but then an unprecedented series of active government measures.
At first, Herbert Hoover tried to let the free market/private sectors to settle the economic problems themselves. But since their actions did not come to fruition, Hoover decided to made several government programs to help the economy.
