Why did the U.S. maintain a neutral foreign policy agenda after the American Revolution?

I believe the answer is: to take time to grow and prosper
After the Revolution, united states enter a period of economic slump because a lot of resources were spent to reclaim their territory from Britain.
In order to grow the economy, United States have to make sure they're not trapped in another unnecessary war, which lead to neutral foreign policy agenda.
