They wanted a Bill of Rights because they thought it was absolutely necessary so that the government could never endanger the liberties/rights of the people. For example you've got your things like "Freedom of Speech" in the Bill of Rights to prevent the government from silencing our criticism and political ideas thanks to this. This is what I mean about Anti-Federalists wanting to protect individual freedoms.
