We can by simplifying the first expression:

((x+3)(x+8))/(5(x+8)) = (x+3)/(5)
I will asume that second exressin is
((x+3))/(5). Then the answer would be all number, because those two expressions are identical.
If we look at the expression you wrote in the question
x+3/5, you can see that there are no numbers for which these two would be equal.
So the final answer is C.
