Sandwich and chips is a sentance fragment. Sentance fragments to not have all the necessary parts of a sentance. In this case, the sentance does not have a verb.

"Sandwiches and chips." is a fragment.
This is because it is not a full sentence meaning it does not say anything about the sandwich or chips, it just says the words.
