The appropriate answer is B. decreasing the surface area. A solute is a component that dissolves in a solvent to form a solution. Increasing the surface area means making more of the surface of the solid available to be dissolved.
For example, it would be difficult to dissolve a a Lego sized cube of sugar in a liter of water. Crushing the same cube into smaller fragments increases the surface area and would speed up the rate of dissolution.
