Elizabeth because in about 13 minutes she skates 2/3 mile an hour which is over half a mile and in about 12 minutes Alice skates 2/5 which is less than half a mile and it’s a minute away. It’s Elizabeth

Alice is skating faster because she may take a larger number of a reduced hour but she covers 2/3 of a mile when skating.
