The answer is; The amendment receives a two-thirds vote of Senate and the House

This also requires to be ratified by 3/4 of the states of the United States, for the amendments to be considered the law in the country.

Another way to pass an amendment is to call for a convention of 2/3 of all legislatures in the country. This too after passing has to be approved by ¾ of the legislative arms of the states of the U.S.
