The poem by William Shakespeare speaks about something worse than the Winter Wind, The answer is "C) Human Beings behaving unkindly".  The poem says "you are not unkind as Man's ingratitude...Most friendship is feigning (pretending or fake), most loving mere folly (foolishness).
