A radar gun used to determine the speed of passing cars must be within 7 mph of the actual speed of a selected car. If a highway patrol officer reads a speed of 59 mph for a car, does he have irrefutable evidence that the car was speeding in a 55 mph zone?

No. if it has a 7mph range the highest and lowest possible values would be 66mph to 52mph.  The radar gun would have to measure 63 to cover the 14mph range for accuracy to claim the person was speeding.
