The rate of change of the function is equal to the slope of the function

The function in the graph is increasing in the intervals


(-7,-3)\\(-3,-1)\\(1,3)

The function in the graph is decreasing in the intervals


(-1,1)\\(3,5)

In the interval
(5,7) the rate of change is zero

There are two sections in which the function decreases, otherwise it is increasing.
The first is between -1 and 1, and the second is between 3 and 5.
The inequality for C applies to the first part, and the inequality for E applies to the second part.

By the way, if it helps, I think of inequalities as an alligator's mouth- it wants to eat the bigger quantity!
