Experimental probability is the probability of something happening due to an experimental ratio. For example, when you flip a coin, you can record is the exprimental probability. After a good number of times, you would see that both sides have the same amount of experimental probability. A ratio that could represent it is 50:50. Theoretical probability is more like the desired number of outcomes versus the number of actual outcomes. For example, if I wanted a certain flavor of candy out of a candy dispenser, and there were 5 types; you could list the number of types you wanted compared to the amount of them. If there were 100 of each flavor and I wanted two, you could represent it like 200:500 or 2:5. One is based on facts and experiments, while the other is based on a preferred outcome.
