B is wrong because of the word advertises - it needs to be advertise. C is not correct because of the lack of parallelism. If you have "to stay" and "to advertise" it must say "to raise". According to grammar rules, technically options A and D can both be correct because you can either put "to" before all verbs in the sentence or just after the first one.
