The General Equation of Parabola having vertex at (0,0) and Focus(a,0) and (0,a) is


y^(2)= 4ax or
x^2 =4ay

Now ,the Given equation of parabola having vertex at (0,3) is

x^2=y-3

It is 3 unit above y axis. So the parabola will open in the upward direction.

Out of all the options provided which are

2.y = (x + 3) ^2

3.y = x ^2 - 3
