They are proportional because 35:10 doesn't equal 7:5.
Since ratios are basically fractions, 35/10 divided by 2 = 7/2

35:10 = 35/10 = (5 * 7)/(5 * 2) = 5/5 * 7/2 = 7/2 = 7:2
35:10 is proportional to 7:2, not to 7 : 5.
