The maximum mass that elevator can lift is 2100 pounds. This means that mass must be equal to that or less than that. If we use m for allowed mass we can write this as:

m \leq 2100 pounds

The graph is given on the picture. The blue line marks maximum allowed mass, the red line marks actual mass. Grey part contains all allowed values of a mass.
