One distinguishing characteristic of genocide is that it is almost always planned and organized by a nation’s government. Governments, however, may rely on other groups within society to carry out their plans. Which three of the following are types of groups that states have used to carry out genocide?

The correct answer is:

Militias, mobs, and terrorist groups are forces that states have summoned in the past to carry out genocide.
