At a high tide, the gates are closed. The water held inside the barrage, the turbine starts to work, turning the kinetic energy into power, or energy. As time goes by, there will eventually be a low tide, when the difference in depth are greatest. This results in the gates being opened up, letting the water rush out providing max amount of energy.
